The UAE e-invoicing rules were amended twice in 2026, and the Ministry of Finance also published updated guidance. This page lists every verified change with a before/after comparison, so you can check your plan against the current rules. For how we apply these rules to your ERP, see our UAE e-invoicing integration service.
What changed in 2026, at a glance?
| Area | Before | After | Source | Effective |
|---|---|---|---|---|
| ASP appointment, businesses with Revenue ≥ AED 50M | Appoint by 31 July 2026 | Appoint by 30 October 2026 | Ministerial Resolution No. 66 of 2026 | From the day after publication (announced 10 May 2026) |
| Go-live, businesses with Revenue ≥ AED 50M | 1 January 2027 | 1 January 2027 (unchanged) | MR 66/2026 | No change |
| Transactions within a VAT (tax) group | In scope like any other business transaction | Treated as excluded for 24 months from 1 January 2027 | Ministerial Decision No. 197 of 2026 | 1 October 2026 |
| Storage of e-invoice data | Had to be stored within the UAE | Keep for the Tax Procedures Law period and provide to the FTA on request; UAE storage no longer required | MD 197/2026 (Art. 11 of MD 243/2025) | 1 October 2026 |
| System failure | Notify the FTA within two business days (Art. 12) | System failure provisions removed (Arts. 1 and 12) | MD 197/2026 | 1 October 2026 |
| ASP accreditation criteria | Ministerial Decision No. 64 of 2025 | Amended to allow partnerships between national companies and third-party providers | MoF announcement, 10 May 2026 | Announced 10 May 2026 |
Everything else in the timeline is unchanged: businesses below AED 50 million appoint an ASP by 31 March 2027 and go live on 1 July 2027, and government entities appoint by 31 March 2027 and go live on 1 October 2027.
Why did the ASP deadline move?
The Ministry of Finance said the extension gives businesses a broader range of technical options and more competitive pricing. When the change was announced on 10 May 2026, the Ministry reported that 32 service providers had been approved, with more in the final stages of accreditation. The same announcement amended the accreditation criteria to allow partnerships between national companies and third-party providers. The Ministry’s legislation list shows this change as Ministerial Resolution No. 56 of 2026, amending Ministerial Decision No. 64 of 2025.
The extension changes only the contracting deadline. The technical work (data mapping, ASP sandbox testing, production onboarding) still has to be finished by 1 January 2027. If anything, the window between appointment and go-live is now shorter: about two months instead of five.
What does the VAT group relief mean in practice?
Ministerial Decision No. 197 of 2026 treats business transactions between members of the same tax group as excluded transactions for 24 months, starting 1 January 2027. The Ministry’s Electronic Invoicing Guidelines (version 1.1, 1 June 2026) describe the same 24-month period and note that it affects the timing of compliance only.
For your integration this means:
- Intra-group invoices can stay outside the e-invoicing flow until the end of 2028. Your connector should be able to tell a group-internal invoice from a third-party one, usually from the customer’s TRN or a group flag in the ERP.
- Plan for them to come back. Build the mapping now so switching group invoices on later is a configuration change, not a new project.
- Third-party invoices are unaffected. Sales to customers outside the group follow your normal phase dates.
What changed for data storage?
Before the amendment, Article 11 of Ministerial Decision No. 243 of 2025 required e-invoice data to be stored within the UAE. Ministerial Decision No. 197 of 2026 removed that location requirement. You must still keep all e-invoices, e-credit notes and related data for the period required by the Tax Procedures Law, and provide them to the FTA on request.
This matters for groups that run finance systems or archives outside the UAE, and for ASPs and integrators that host data in other regions. You now have more freedom in where the archive lives, but retention and retrieval obligations remain.
What changed for system failures?
Ministerial Decision No. 243 of 2025 originally required businesses to notify the FTA of a system failure within two business days (Article 12). Ministerial Decision No. 197 of 2026 removed the system failure provisions, including the definition in Article 1, from 1 October 2026.
Cabinet Decision No. 106 of 2025 still lists a fine for not notifying the FTA of a system malfunction on time, so check with your tax adviser how that item is applied now. The other fines are unaffected; see UAE e-invoicing penalties.

What did not change?
It is just as important to know what stayed the same, so you do not reopen decisions that still stand:
- Go-live dates: 1 January 2027 for Revenue of AED 50 million or more, 1 July 2027 below that, and 1 October 2027 for government entities.
- Phase 2 and government ASP deadline: 31 March 2027.
- Scope: any person conducting business in the UAE, for every business transaction, except the exclusions in Ministerial Decision No. 243 of 2025.
- B2C: business-to-consumer transactions remain outside the system until the Minister decides otherwise.
- The model: e-invoices are exchanged through Accredited Service Providers on Peppol, with tax data reported to the FTA.
- The data format: PINT AE, with mandatory fields listed by the Ministry.
- Timelines for issuing: within the VAT Law timeline for registrants, otherwise within 14 days of the transaction.
- Electronic credit notes: still required for cancellations, price reductions, returns and errors.
- Penalties: Cabinet Decision No. 106 of 2025 is unchanged; only the system failure item now relates to a repealed obligation.
What should you change in your plan?
Use this checklist to update a plan made before the amendments.
- Re-confirm your phase. Check your Revenue (gross income in the most recent accounting period) against AED 50 million.
- Phase 1: sign the ASP contract now. 30 October 2026 is close, and go-live on 1 January 2027 has not moved.
- Flag group-internal customers. Make sure the ERP can identify VAT group members, so intra-group invoices can be excluded until the end of 2028.
- Review your archive location. Decide where e-invoice data will be kept now that UAE storage is not required, and confirm retention periods.
- Update your outage runbook. Keep logging failures and how invoices were handled, even though FTA notification is no longer required.
- Re-test with the latest mandatory fields. Validate sample invoices against the February 2026 mandatory fields list.
